この設定、試して下さい。

【ルータの設定】
※DHCPサーバ
有効

※NAT
有効

※ポートマッピング(静的IPマスカレード)
ICQに関しての設定は、不要。

【ICQの設定】
■[Main/ICQ]->[Preferences]->[Connections]

※Generalタブ

[Connection Type]
Permanent (Lan, Cable Modem, etc.)

[Firewall IP Settings]
ICQ will determine IP automatically

※Serverタブ

[ICQ Server]
Host:login.icq.com
Port:5190

[Proxy Settings]
Not using Firewall

※Firewallタブ

何も設定しない。（何処にもチェックを入れない）

※Userタブ

[Advanced Users]
Not using Proxy
Use dynamically allocated port numbers (default)

■[Main/ICQ]->[Security and Privacy Permissions]

※[Communication Events]->[File]

Only users on my Contact List
(Auto AcceptはチェックON/OFFどちらも可)

※[Peer to Peer Connection]

Allow Peer to Peer connection with users listed on your Contact List
